How can residents of Linden Plaza find out more about construction plans and progress?
In addition to regular townhall meetings with the development team, LindenPlazaBK.com will be kept up to date with announcements and updates throughout the rehab period.
What updates will be made to apartments?
Every apartment at Linden Plaza will be repaired. Updates will include new kitchen and bathroom fixtures and appliances, as well as general repairs to the rest of the unit.
What will the new apartments look like?
There will be a model unit open to view at the property. Please check back for updates.
How will security be handled throughout the rehab project and beyond?
Security for residents of Linden Plaza is of utmost importance. Enhanced security plans will include site-wide cameras and access control.
When will construction begin and for how long will it last?
Construction will begin before the end of 2024 and will last about 4 years.
Will my rent change?
Rent will not increase for unassisted units. For units with a voucher, resident share of rent will continue to be 30% of income.
How long will renovation take in unit?
In unit renovations will take 4-6 months. During this time we will provide a renovated temporary relocation unit at Linden Plaza and pay for all relocation costs.
Can I stay in my unit during construction?
During construction residents will be moved to an already renovated unit at Linden Plaza temporarily. Alternatively, we can work with you to stay with family off site. If you have any questions about relocation please contact Housing Opportunities.
When will we have to move?
Our team will notify you 30 and 60 days before you are set to move. Additionally, there will be meetings to discuss moving protocols ahead of every resident’s move.
Will I have to move buildings?
In many cases, yes, residents will have to move buildings. Our team will make every effort to minimize the distance from your home unit.
Will I have to pay for my temporary move?
No, all moving costs will be covered.
Are we replacing all of the roofs?
We will be upgrading and replacing roof sections to prevent leaks and ensure that the roof can continue to protect the building.
New Project Based Voucher Program
What is a Project Based Voucher?
Project Based Vouchers (“PBV’s”) are part of the Section 8 program. PBV’s are assigned to an apartment. Residents who live in a PBV apartment pay no more than 30% of their income in rent. The voucher stays with the unit if a resident moves out. For the Linden Plaza rehabilitation, the incoming ownership team received a limited amount of PBV’s to help finance the work. Those vouchers will be applied to units whose existing residents meet certain qualifications.
Why should I sign up for a PBV?
Project Based Vouchers means stability for you and your household. PBV’s ensure residents pay no more than 30% of their income in rents – with a voucher covering the difference. If you are currently paying more than 30% of your gross income in rent, you will see a reduction in your rent bill after ownership transition. That 30% limit will always be tied to your latest income. If a change in circumstance means your income has gone down, then you can reduce your rent so that it stays at 30% of your gross income.
If your household is eligible for a PBV, then your apartment will receive minor repairs, which are required for any apartment that receives a PBV. These repairs are called Housing Quality Standards (“HQS”). HQS can address critical and immediate needs in your apartment. HQS work will occur throughout this Summer. Please note, these repairs are not the long-term future rehabilitation work that will start later this year.
One year after receiving a PBV, your household will be eligible to apply for a portable voucher. Your household will have priority on the portable voucher waitlist, upon approval and receipt of the portable voucher, you will have the option to move anywhere that will accept it.
How do I qualify for a PBV?
There are three critical steps to qualify for a PBV. FIRST, your current income must be less than 50% of the Area Median Income (“AMI”). Your AMI varies based on the number of residents in your apartment. You can see breakdown of those AMI’s by clicking here.
What is HQS?
Households that have met the income and rightsizing qualifications must also go through HQS. HQS work addresses critical repairs throughout your unit. Our team will inspect the unit beforehand to identify what repairs will be needed. Once the HQS-repair work is completed, your apartment will have an inspection to determine if the work has addressed everything required by HQS.
Why do you have to inspect and test my apartment?
U.S. Department of Housing and Urban Development (“HUD”) requires certain inspections in your apartment to comply with federal rules and regulations related to the Project-Based Voucher program. The inspections are in your best interest and allow us to make initial fixes to areas in your apartment and your building that HPD inspectors indicate are urgent.
How many times will you need to access my apartment?
We will need to access your apartment a minimum of 3 times. The apartment access schedule for HQS Inspection:
· Visit 1: HQS Walk-Through—Qualified representatives (see badge below) will visit your apartment to inspect your apartment. We will determine HQS specific items needing repair and take a few photos. We will also work with you on other steps to secure a Project Based Voucher, such as review of proof of income.
· Visit 2: Repairs—A qualified contractor, who will be identified by the same badge (see below), will make minor repairs to your apartment. This visit could potentially be paired with Visit 1 based on the severity of the repair needed.
· Visit 3: Inspection—An HPD inspector will survey your apartment to pass for HQS compliance.
· Potential Additional Visits—We expect your unit to “Pass” HQS, but there is a chance we will have to come back and perform additional repairs and schedule a second inspection. We will work to minimize the number of rounds.
What can I expect from the repair work?
LP Preservation LLC will make every reasonable effort to make all the repairs necessary to pass the HQS inspection. Please note that the repairs will be limited to what is required by HQS. Once we take ownership of Linden Plaza, we will be able to make all needed fixes–your cooperation in letting us into your apartment allows us to transition sooner, and start the major repairs earlier.
Is access to my apartment for inspections and testing mandatory?
Yes. Passing HQS is critical to YOU receiving a Section 8 Project Based Voucher, you must allow entry for inspections and testing. We do, however, recognize that the number of inspections required by LP Preservation LLC and HUD is an inconvenience and will do all we can to make it easier for your household.
How can I help with this effort?
Your patience and cooperation are critical and appreciated. Please allow access to your apartment, and work with our team to schedule the necessary appointments. Thank you in advance for your assistance and cooperation!
For scheduling, we will require someone over the age of 18 to be available to let us in between 9:00 a.m. and 5:00 p.m. on the day of each visit. We greatly appreciate your cooperation.
What will RY’s role be?
Until Linden Plaza transitions to the new owner, RY will continue to serve as the property manager. The Incoming Ownership Team will only be performing HQS work, for units eligible for the PBV program. All other requests must continue to go to RY Management until we take over ownership later this year. To get in contact with RY, please call 718-235-1040, or stop by the management office for non-HQS repairs. Please let us know if you have severe issues, we will do our best to try and assist you.
Will this affect my rent or occupancy?
No. The inspections and testing will not affect your rent or subsidy. And it will not affect the occupancy of legal tenants with a lease.
What will be the general approach to scheduling?

If I am unable to make myself available, can I set-up a different time for my appointment?
We do understand that it is difficult to take off from work. We will make every effort to find a good time for the inspection. We only require for someone 18 years of age or older to provide access to your apartment. If you need to reschedule your appointment, please call us at 347-903-2921 or text us at 844-730-7332.
Will access to my apartment require the head of household to be present?
No. We will allow anyone 18 years of age or older, including a neighbor, to allow access on the scheduled day. The person providing access will need to remain in the apartment while the inspection is underway. Please provide the name of that person to us before your appointment.

What time will my apartment need to be available for access on an inspection day?
You should be ready to provide access to your apartment on your scheduled day between the hours of 9:00 a.m. and 5:00 p.m.
What else should I know?
The LP Preservation LLC team is excited to work with you to deliver some immediate repairs to your unit. It is a collaborative effort that requires patience and working with us to provide key information. Please do not hesitate to ask questions to our team.
Everyone working on this project for the LP Preservation LLC will have ID badges. The ID badges will have the name of the person, contractor name, and person’s picture on it.
If your apartment is NOT eligible for a PBV, we are still going to renovate your apartment as part of the larger rehabilitation! We are excited to share with you what that rehabilitation will look like in the coming weeks!
